Some little issues with this:
I've been in everything from my own 7 person corporation to the largest alliance in game. I fight. I don't mine if I can help it, I protect the miners. I don't haul, though I can use freighters, I'm the gun. If my home is under attack, I will throw ship after ship at the enemy, as many times I am at a disadvantage but refuse not to fight if I can help it.
This would take away what I do, and many others do. Example: EmpireWarsInc (LLC) is simply a gank corp. They're a couple friends, say 4 or 5 people, that like to kill things. EWI(LLC) declares war on Lego Blocks and Mining Lasers (S) a basically industrial corp whose combat experience goes about as far as popping low-level (not low sec, just easy) ore thieves.
Now, EWI(LLC) only operates in one area, but make some good cash off of it. LBML(S) operates in a couple areas, as they have a couple POSes and several systems for the minerals. A simple solution to this war is to move to another system they operate in.
Now, if they're popped, thats 24+ hours they can't move any assets. Yes, they can hire help. Yep, they could try and fight back. But the fact that they've got to interupt thier operations due to this, and it WILL cost them at least ships and probably pods - which for smaller corps is enough (Believe me, I've run a couple on both sides )
Clone costs went down, but implants and rigs are becoming more common place. Ships still cost money and resources. If you're podded - and a lot of people still have cheap (~ 2-3 mil worth) implants for a little boost on a combat charicter. A new charicter will most likely have implants just to try and catch up a little quicker.
This is an excellent way to threaten PvP. I lose what I do for days at a time by doing what I love in this game. I'm not going to run headlong into a couple of battleships with a 10% chance of winning if I know it could cost me a couple days *Paid* game time. Do I do that? Yep. Sometimes you win, sometimes you warp out with 7% structure laughing at the fun. Sometimes they've got sensorboosters and scramblers and you wake up with a Velator and 1 trit and a smile from a good fight, hey maybe you even took one of them with you!
When it comes down to it, it does cost time and money simply losing a ship, let alone a pod. And you can't always get out. Roaming dictor camps? Yeah, 10 ships with a dictor that leave nothing but a trail of death notes on map in 0.0 do exists (they're fun too ) Should people be kept from playing the game because they were outmanuevered by a superior force? No. That'd be like losing a round in an FPS and getting locked out of anything but observation mode for a couple hours. __________________________________
